on the OWL 2 Web Ontology Language last call drafts. 

The restriction on unnamed individuals not appearing in the axioms you mention
is particular only to the OWL 2 DL variant of OWL. The structural specification,
however, has been designed to capture OWL 2 ontologies beyond OWL 2 DL, and the
same design principle has been applied to the OWL/XML syntax. In fact, an
important design goal was to keep the two syntaxes in sync. 

The OWL WG will therefore not make any changes to the OWL/XML syntax in response
to this comment.
