== WebRTC 1.0 RTCDTMFSender compatibility ==
To improve WebRTC 1.0 compatibility, it may make more sense to allow construction of an RTCDtmfSender even when "telephone-event" is not included in `codecs[]` (setting `candInsertDTMF` to `false`), rather than throwing an exception.
