The differences between the SCTP and QUIC transports are substantial, which implies that low-level primitives will be quite different. The QUIC transport is being designed primarily to transport HTTP which requires reliable, ordered transport, which is the service provided by QUIC streams. While an RTCDataChannel interface supporting both reliable and unreliable transport can be built on top of QUIC streams, it is more in keeping with ORTC's "micro kernel" architecture to expose the QuicStream as a lower-level primitive. In contrast, SCTP inherently supports both reliable and unreliable transport, which is exposed by the RTCDataChannel interface. While it will be possible to also expose a streaming interface for SCTP, the difference between SCTP and QUIC means that for SCTP it doesn't make sense to build an RTCDataChannel interface on top of such an SctpStream abstraction. FYI, I believe that a QuicTransport interface should be relatively straightforward due to similarities to DTLS (see: http://internaut.com:8080/~baboba/ortc/github/ortc-master/#quic-transport* ). Maybe we should even consider creating WHATWG streams in an extended form (that support the concept of unreliable and unordered data transfer) directly, so the concept and logic of data streams, buffering, back-pressure, etc., can be applied to other transport protocols in the future and they don't need to reinvent the wheel. I'd be happy to participate in creating such an API.
