aboba has just created a new issue for https://github.com/w3c/ortc:

There is discussion of whether replaceTrack(null) should be allowed in
 WebRTC 1.0 API (see Issue 
https://github.com/w3c/webrtc-pc/issues/947). 

Same question applies to ORTC.
