The issue was covered in the Security Draft update at the IETF 90 RTCWEB WG meeting:

"Some lack of clarity about how many DTLS connections when no RTCP-mux.
The right answer is two per media stream.
Proposed resolution: make this clear in the doc."

Proposed resolution is to cite the Security document when an update is posted.
