At the July 20 ORTC CG meeting, we discussed whether some methods belonged on the RTCIceTransportController as opposed to the RTCIceTransport. 

The proposed resolution is: 
1. Add gather() and restart() methods to the RTCIceTransportController.
2. Remove the gather() method from the RTCIceTransport.
