Re: rounding issue with RTCRtpEncodingParameters scales?

I think we're forgetting that the scale setting is for both layering and
simulcast.  With simulcast, you can have arbitrary scales (not fixed
ratio), since they are all independent.   And maybe someday an
implementation of layering could be more flexible as well.

Plus, it's more clear, explicit and readable to me.  Just setting the base
layer seems a little to magic and implicit to me.
