CG name change from ORCA to ORTC

We were asked to table the discussion around changing the CG name from ORCA
to ORTC. The conversation was had and we agreed to proceed with the
suggested name change. See the CG meeting video and IRC transcript for more

I will be working with Michael Champion to figure out how best to do that
in the simplest way possible.

One idea is to simply create a new CG and ask W3C to move the existing
members of the ORCA CG to the new ORTC CG and forward the ORCA urls to the
new ORTC urls.

Comment on that (and other approaches) from our existing members would be
great.
