Taking a look at the Editor's draft Section 9 (which says it needs to be reworked): http://ortc.org/wp-content/uploads/2014/02/ortc.html The data channel object is constructed from an RTCDtlsTransport object. So the coupling is to a DTLS transport, not SCTP, which seems odd given the figure in Section 1.
