CFC to merge this CG

This Community Group was created to ensure a more open W3C.  It has been 
dormant, largely because there is a great deal of work going on in the 
W3Process CG working to ensure a more open W3C.

Coralie appointed me as Chair of open w3c so I can propose a CFC to 
merge this CG with the W3Process CG, chaired by Chaals McCathie Nevile.

Please respond to this CFC by 3/15.
