Model Requirements and Solution

Dear Group Members,

I offer my model requirements and outline solution

simple terms.
You may like to check yours against it. I have already implemented the 
encryption backbone. It should not be difficult to develop the user app 
and the server back-end.

However, imho, it will be much harder to get the EU to adopt anything 
like this, as it might be 'eating into' the indispensability of quite a 
few of its current officials.
