Since the Office of American Innovation has no Web Site in the Dot Gov Domain, it is hard for me to understand what their goals ... and without a goal how one gets to objectives. This is the beginning of StratML, without which there are no hope of performance metrics. This is a vision of Government manifest as Repeal (everything) & Replace (everything). Unfortunately, as Alphabetization is a pre-literate skill, and singular. It can not be "Replaced by {alternative or innovation}", since by definition, this: {alternative} is an empty set. Test Case: The list of former Colonies (all 13) which ratified the US Constitution in Alphabetical Order is a federated data set. It describes a Republic, a Federal Republic or a Union. The same list of former Colonies, by order of ratification is an "alternative". Alphabetization of this second list is irreversible, and so should not be considered an "innovation" -- no matter where you start (ratification order) you end with a federated data set. There is such a thing as "keeping a US Federal Agency honest" however. Professional Cannons of Ethics (e.g. Law & Medicine) are inherited down from the National to State to County. State Peace Officers and Federal Enforcement Agents are Professionals too. Military Officers know the moral hazards of bottom-up ethical systems all too well (see Viet Nam,Mai Lai, Hugh C Thompson Jr.). However Federal - State partnerships still can suffer from a faulty legality vision. For example: Immigration & Customs Enforcement (ICE) has a number of such partnershipshttps://www.ice.gov/factsheets/287g When these agreements are with proxy state facilities (e.g. Massachusetts Department of Corrections) they can be interpreted as "State-Wide" or when the agreements are with City Police Departments they can be interpreted as "City-Wide". The County Lock-Up is not the State Prison and the former data processing mistake is obvious.
