Scroll To Text Quote

Hello OpenAnnotations,

I've proposed a new browser feature that would allow linking to a specified
text quote/snippet from the URL fragment in
https://github.com/bokand/ScrollToTextFragment/.

Some folks have mentioned in the issues that this group has dealt with
similar issues and pointed me here. In particular, this appears to have a
lot of overlap with the TextQuoteSelector:

I'd like to move this discussion into the WICG so I've started a thread:

and
would like to move the repo into a WICG repo and continue iterating there.
Given this group's experience, I'd appreciate any feedback or input on the
proposal you may have.
