That's a nice summary! My ideas about annotating relations have been
along the same basic requirements.

The target type "List" from
https://www.w3.org/TR/annotation-model/#sets-of-bodies-and-targets that
Benjamin cited seems to be the closest in the current model. The first
item in the list would be the source of the relation and the second one
the target of the relation (for a directed relation).

One could extend the model to be more explicit by adding a new target
type "Relation" much like "List".

This relation-annotation could then be put on top of two identifying
annotations for Bridgets use case (the identification could be the body
in those annotations).

The relation-annotation could have a motivation "relating" (there is
already "linking" but I'm not sure if that's the right thing).
