IMHO, this should be done as early as possible. Library support (and apps that use them) are the best way to determine if the model and serialization are up to snuff. Punting and saying everyone will use SPARQL and triplestores is unlikely to be a successful strategy in a diverse computing ecosystem like the Web. //Ed
