Customer Accounts (aka 'Membership') API proposal

Dear all,

A reminder that, with the Customer Accounts API proposal (often referred to
as the 'Membership Proposal') nearing completion, we are continuing to
solicit comments on the current draft (
https://docs.google.com/document/d/1mjmb-si95H_YK9qeNIhyTBfstGI-2NPAycz0y78GYGc/edit).
While we do not have a set deadline for close-of-comments, those received
before 1 July will be especially appreciated.
