We had originally been hoping to have a penultimate-draft Membership  
Proposal document ready for you to review by 24 February. However, pressure  
of other business and viral load have both conspired against this, and  
document preparation will take another two weeks, unfortunately. A draft  
will accordingly be ready for review 10 March.
