Proposal: revisions to the ageRange and genderRestriction properties

Hi,

During our 28th March call we discussed some proposed changes to the
ageRange and genderRestriction properties to clarify its intended usage and
interpretation.

There are now specific proposals for comment here:

I plan to include these changes in the 1.1 release unless there are
specific objections.

Note that these will both require some publishers to change their data.

Please can you review and provide feedback. Even just adding a thumbs up to
the proposal will help indicate support.
