ontolex-frac attestations

Dear colleagues,

Jesse and I have reviewed the information on attestations on the wiki, and also our lexcit proposal. We discovered that we had to relocate "locus." We adapted our initial proposal and here is the new version.
In the minutes I have repeated our definition of attestation / citation and locus, so as to make the discussion easier.
