We are pleased to announce that ODRL is now at W3C Candidate Recommendation stage:

The Appendix in each document lists the major changes since the CG version of ODRL (V2.1).

The Permissions and Obligations Expression Working Group expects to satisfy its implementation criteria by 14 November 2017.
