Core Model Duty update (editorial)

A small editorial update for the Core Model spec [1].

After the "payment" change from asset to constraint, we have inadvertently left this text in section 2.5 Duty (in the forth bullet point):

   "For example, a compensate Action must be linked to a target Asset that indicates the amount to pay."

I recommend we update this text to:

   "For example, a nextPolicy Action must be linked to the identifier of a target policy Asset"
