When you leave out the Assignee, then you are making no statement as to who that is. This is typically ok for the Offer policy type (for example). If you actually want to say "everyone", there is the @scope attribute [1] with value "all", but usually needs a context (via @uid). However, if you are just making an "Offer" then leaving out assignee is fine....if you want to express an "Agreement" then you may need to define a uid for your context. Cheers...
