I'm tempted to agree — though obviously it depends upon whether you wanted to embed full-fat RDF within XMP, or some other kind of document (e.g., arbitrary XML, a JSON blob, etc.)

The RDF working group might be a good place to start if it's the former. I'm less sure about the latter.

That said, I don't think there's anything wrong with a minimal standalone spec starting life in the ODRL group and moving away if it's clear that it's applicable far beyond ODRL itself.
