Tools to Help Migrate from ODRL 2.0 to ODRL 2.1?

At the recent IPTC face-to-face meeting in Frankfurt, we discussed the imminent ODRL 2.1, amongst other things (see my slides http://www.slideshare.net/smyles/iptc-rights-autumn-2014).

It turns out that some people are already building systems using ODRL 2.0. (And I imagine that there are quite a few on this list who fall into that category). Has anyone built (or is anyone planning to build) a tool to convert from ODRL 2.0 documents into ODRL 2.1 documents? Or is there any other help that we might be able to offer people?
