New active charter for NFC WG

Hi All,

As the previous charter expired 1 November 2014 and that the WG currently doesn't have an active charter, we need to work quickly on a new one.
We also need to request that the Director extend our old charter until about 2 months from now to cover a few weeks for finishing the charter, the AC Review and Director's decision.
I'll start a separate CfC on that in the WG soon.

So in the meantime, let's work on new version and finalize it before AC review:
