[wedbidl] stalled..

Just want to remind folks and make new members aware of the webidl project
that was taken up by volunteers here to make it a little easier to deal
with the current webidl necessities in specs....

It was very actively developed for a while and has been stalled for some
time now.   if we plan to finish it up, it could probably use a fresh
infusion of energy to get it going :)
