httpc - a protocol for copyright restricted web content

Dear w3c,

It should be made a condition for anyone who places material on the web 
accessible with the 'http' and 'https' protocols, that any such material not 
have restrictive copyright conditions imposed.

People who wish to impose any copyright restrictions on material placed on the 
the web should, instead, make such materials accessible thorugh the 
protocols 'httpc' and 'httpsc' ('c', of course, being for 'copyright').
