CSS Media Types test suites updated and published in test harness

Hi,

Per my action item 
ACTION: Dom to correct the color scheme in CSS Media types
   tests and publish them in the harness [recorded in
   http://www.w3.org/2008/02/05-mwts-minutes.html#action04]
I have updated the CSS Media Types tests cases to use blue rather than
red for non-mobile devices, and I've added officially the test suite to
the list of suites available in the harness:
