Proposal for Lite APP API standardization

Hi all, 

Recently the merging of Web and mobile APP has become a trend, and this derives a new form of mobile application called Lite APP or Quick APP, which grows rapidly especially in Asia market. Lite/Quick APP can provide Web-like user experience, such as install-free, and it can support richer UI and function.

However, there exist multiple types of Lite/Quick APP APIs, which brings high cost to developers and cause fragmentation. Identifying its importance, W3C has also included this as one of AB 2019 Priorities [1].

Therefore, I propose to start the standardization of Lite/Quick APP APIs, to collect use cases and requirements, and define some draft solutions. 

Attached is the proposal, which lists the background, goal and possible API types. 

We can start from this. Comments are welcomed.
