minutes of the first meeting and next meeting

Dear All,
The minutes of the first meeting are at

In the next few days i will do three things:

- summarize the discussion about the framework we had, and try to come 
with few questions to debate
- start a discussion about the use of the existing wiki we can have to 
support the collaborative work of this group 
(http://www.w3.org/2006/12/digital_divide/wiki/ linked from the group 
home page)
- send a detailed mail and make a specific page on how to use IRC. IRC 
is a very important support tool for teleconference and when most of 
people are not using this channel like during the last teleconf, this is 
a hard task for the minute taker. So i would like to provide necessary 
help to promote the use of this system to improve our teleconf minutes 
and support.

Concerning the next teleconference, it is scheduled for now on july 21st.
I would like to propose that we either postpone it by one week, or 
cancel it. I already received 2 regrets from people in vacation, and i 
will be myself also in vacation this week (didn' realize that before !)
So if people are ok with that, i propose we move it to july 28.
Otherwise, if we don't have a quorum for this date, then we will just 
skip this one.
So please those who are participating in the teleconf, let me know if 
july 28 is not possible for you.
