Instructions on How to Contribute

Hi all,

In Frankfurt it was pointed out that it would be very helpful to have a
starting point of links and resources for the tools that are required to
contribute to the spec.

I've created such a page in the wiki here:

Please do provide feedback on any additional changes that would improve
this page. Unfortunately we don't have the time to create new instructional
materials -- but we are happy to point to existing materials, where we can
find them.
