MusicXML 4.0 licensing commitment link update

Hello all,

The link to make a licensing commitment for the MusicXML 4.0 Community Group Report changed after I posted on the blog earlier today. This is due to some cleanup that I asked the W3C staff to do on one of our earlier drafts that had been stuck on our home page. The new link is:
