MusicXML 3.1 uncompressed file extension

Hello all,

I wanted to let everyone know that I have re-opened MusicXML 3.1 issue 191 (https://github.com/w3c/musicxml/issues/191 <https://github.com/w3c/musicxml/issues/191>) regarding changing the uncompressed file extension from xml to musicxml.

Part of the motivation for this was that we would have the chance to change the file extension since we were updating our media type registration. However, since it turns out that we will not be updating our media type, it seems best to leave the suffix as .xml. That is what our current media type registration specifies.

I also took a look at implementing this in our own software. It seemed like quite a bit of work to support the old and new extensions for not very much user benefit. It could actually be a detriment to the user experience if some applications support one extension but not the other.

My feeling now is that we should stay with the .xml extension, and tackle the issue of a unique uncompressed file extension with MNX.

This will also affect the Uniform Type Identifiers in issue 50, so I have reopened that as well.

Please discuss on the GitHub issue. If there are no objections, I plan to make this change in the next few days.
