Change in GitHub notifications

As promised at Frankfurt (but later than desired, probably), I have altered
the GitHub notifications to decrease the noise level on this mailing list.

As of now, only push notifications of commits will be broadcast.
Issue-related actions and comments will no longer be reflected onto this
list. If you wish to be notified of these things, you will need to open a
GitHub account and watch the repositories that you care about.

Please let me know if this causes any problems.
