Sorry, I have missed it. I'm fine with your proposal. Difference is that
your scope params globaly possibly over all rule elements, where as I
think that our current definition scopes parameters localy only to
<rule> element where they have been provided.
Practically this is not big issues as they are meant to be externally
overwritten so they would behave as global anyway.
So I think that we can go with your proposal as is already implemented.
