Hi, Regarding the current ITS Specification http://www.w3.org/TR/its20/#locNote-implementation I found a difference in the description of global and local usage for the Localization Note data category. This distinction might not have been intended by the authors and we just have run into in our current implementation. Reference: 8.3.2. Implementation In global it is stated for the locNoteRule "Exactly one of the following" [cid:image001.png@01CE7F34.1011C4F0] while in Local it is stated "one of the following" [cid:image002.png@01CE7F34.1011C4F0] leaving a bit room for misinterpretation why this distinction ("exactly") was made. Even further, to be honest, for me and Matthias as non-native English speakers it was not that obvious that "one of the following" means that the attributes cannot occur simultaneously but are exclusive options never used in parallel.
