Understand. I would propose that you point to
http://www.w3.org/TR/its20/

and say "this is stable in terms of technical content and will soon be a 
W3C standard". To back up such a statement you can also point people to 
the implementation report

For many data categories there are 4-5 implementations - that will make 
people happy :)
