[all] rome poster template

Hi Guys,
I've reworked the Rome poster template. It generates pdf correctly for 
us now in both windows and mac powerpoint.

I kept the white box and the text boxes the same, and just worked with 
the powerpoint theme backgrounds to get roughly the same background 
effect, though I've had to make the white space with a rectangle in the 
template, rather than being embedded in the theme, to make it appear as 
a border. I rounded the corners for that modern HTML5 aesthetic :-).

I also changed the footnote area to include our cool new strapline and 
the declaration and logo required by the EC. Again that's in the 
template, rather than the theme, so its quick to change it we need to.
