idValue

Was it decided that html 5 id attribute can't be used at the local level similarly to xml:id? That is without the a global rule to the id.  Can't seem to find anything about it on the mailing list. I'm almost guessing that's the case since there's no reference to html5 in the idValue section and no html5 examples?
