Hi Phil, Arle, Des, all,

I've updated the Localization Quality Rating section in the specification:
http://www.w3.org/International/multilingualweb/lt/drafts/its20/its20.html#lqrating

- Renaming the data category to 'Rating' instead of 'Précis'
- Removing the global rules
- Changing the locQualityRatingScore to a rational value
- Changing locQualityRatingThreshold into locQualityRatingScoreThreshold and locQualityRatingVoteThreshold
- Updating the examples

The sooner this is reviewed the better.
