It's nice to believe, but do we need hierarchical concepts for ITS and
future ITS 2.0 metadata? Do we need reasoning for ITS? I can hardly
imagine -- we just need bunch metadata which will be roundtripped
between editors, translation software, CMS, ...

In theory. In practise please show us how to express this in RDFa:
<p its:locNote="foo">bar</p>
In other words -- there is element p in document and locNote annotation
with value "foo" is attached to this element.
