Re: [all] call for concensus on Translation Provenance Agent (related to ISSUE-22)

Hi all,
I noticed a cut and paste error for the rule name used in the global 
rule example. This also prompted me to change the name of the rule from 
translationAgentRule to the more appropriate provAgentRule

Corrected specification and example file attached - please apply the 
call for consensus to this version.
