One note on the External Resource data category:

The current examples (http://www.w3.org/International/multilingualweb/lt/drafts/its20/examples/xml/EX-externalresource-1.xml and http://www.w3.org/International/multilingualweb/lt/drafts/its20/examples/xml/EX-externalresource-2.xml) have the rule declared in an otherwise empty document.

It would be nice to see also the document where the rule could be applied, to understand better, but also to run tests.
