I tried to implement this by adding an id to the inheritance definition http://www.w3.org/International/multilingualweb/lt/drafts/its20/its20.html#def-inheritance by renaming the column "Inheritance" in the table below that to "Inheritance for elements" and by changing the data category definitions, that is the top of the "implementation" sections. See e.g. from http://www.w3.org/International/multilingualweb/lt/drafts/its20/its20.html#LocaleFilter-implementation The Locale Filter<http://www.w3.org/International/multilingualweb/lt/drafts/its20/its20.html#LocaleFilter> data category can be expressed with global rules, or locally on an individual element. For elements, the data category information inherits<http://www.w3.org/International/multilingualweb/lt/drafts/its20/its20.html#def-inheritance> to the textual content of the element, *including* child elements and attributes. I might have messed something up for the data categories - can somebody check the "implementation" sections? It shouldn't take much time.
