its:param is wrongly placed

Hi,

specification says:

"A param element (or several ones) can be placed as the first child
element(s) of the rules element to define the default values of
variables used in the various selectors used in the rules."

However several test files use its:param between rule elements.
its:params should be always first, preceding any rule elements.
