Hi all,

I've updated the draft to add a type to the Locale Filter data category.

I have not followed exactly the type we had before: It seems that now that "" and "*" are defined the type "all" and "none" are redundant. So I've used only "include" and "exclude". There are still redundancies (""/include is the same as "*"/exclude) but it's limited.

I have also updated the example 60, remove the 61 XML and added an HTML one (which is now 61).

See: http://www.w3.org/International/multilingualweb/lt/drafts/its20/its20.html#LocaleFilter

If this is ok with everyone, I'll then updated the test suite to add cases for 'exclude'.
