My second scoping paper for education Community Group

Dear All,

Please find attached my second paper for the education task force, which is operating as an offshoot of the Most Important Priorities group. It is intended to propose a scope and an action plan for a new Community Group, which would develop what I call the eXtended Data Model Declaration Language (XDMDL), which would be piloted in the context of an interoperable digital ecosystem for learning which I call Shareable Tools Activities and Resources for Learning Education and Training (STARLET).
