Apologies for the late response.

I do confirm the bug (now known under the fancy name of "bug 8382" [1]) 
and the diagnosis. The Checker failed to send the "If-Modified-Since" or 
"If-None-Match" HTTP header with the second request.

I have fixed the bug and updated the online Checker.
