User manual update

Hello everybody again,

 

You can find the new version of the User Manual in
http://lists.w3.org/Archives/Public/www-archive/2008Feb/0002.html. It
references the upcoming beta release of the checker and has its intro
section sync'ed to that in the Dev Manual.
