Added proxy support to checker

I added changes to CVS that should allow support for HTTP proxies. In
particular you can now specify "-p host:port" on the command line to
use a proxy.

I notice a lot of test failures due to changes in the error/warn text.
Did anyone make recent changes here without changing the test cases? I
can regenerate the test results but want to ensure that all the
differences are intended.
